Neighborhood Stabilization Program
The Neighborhood Stabilization Program (NSP) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized. NSP1, a term that references the NSP funds authorized under the Housing and Economic Recovery Act (HERA) of 2008, provides grants to all states and selected local governments on a formula basis. NSP2, a term that references the NSP funds authorized under the American Recovery and Reinvestment Act (the Recovery Act) of 2009, provides grants to states, local governments, nonprofits and a consortium of nonprofit entities on a competitive basis.
The City of Rock Island, in partnership with Rock Island Economic Growth Corporation (GROWTH), received $3,133,000 in NSP1 funds from the Illinois Housing Development Authority (IHDA).
GROWTH was awarded $18,530,708 in funding from in NSP2 funds to assist the communities of Rock Island, Moline, and Sterling. GROWTH created the Northwestern Illinois Coalition for the NSP2 program. GROWTH will serve as the Lead Applicant to administer the overall program and will work in concert with four Consortium Partners including: City of Moline, City of Rock Island, City of Sterling, and Illinois Housing Development Authority (IHDA).
